New programme of European fellowships wreaks havoc with local pay scales
Article Abstract:
Organizers of the EC's Human Capital and Mobility Programme are being blamed for major flaws which caused huge discrepancies in scientists' salaries. The programme seeks to encourage scientific cooperation among European scientists and offers fellowships in other countries to be funded by the EC. The program's planners failed to consider factors such as difference in taxes and cost of living across diferent nations. Another impending problem is the scientists' flocking to countries with higher income levels. Scientists are now awaiting a political decision that would solve these problems.

Euro-MPs turn up the heat on energy projects
Article Abstract:
The European Commission's handling of ECU967 million for funding energy projects has been questioned because it failed to meet the goal of 60% of funding going to renewable energy sources. The Commission's procedures have not been disclosed, creating distrust, and several renewable energy projects were downgraded after independent expert committee's reviewed them. Too few scientifically valid renewable projects is the Commission's explanation for the 40% rather than 60% but they expect to change that in later years. The European Parliament has called for an investigation.

Framework programme to get new advisory system
Article Abstract:
The European Commission is to revise its research advisory system with the aim of improving the management of its Fifth five-year Framework Research programme (FP5), due to start in 1999. External advisory groups will oversee the key actions and a two chamber body will represent the academic community and industry. However European Science and Technology Assembly members are concerned that the views of the academic community could be overwhelmed by those of industry.
