Research flourishes, even in harsh climate
Article Abstract:
South Africa is spending significantly more on a 200-MeV cyclotron and a world class telescope than in the fields where it has shown world class research capability. The field in which the country is particularly strong is clinical medicine, organismic biology, astronomy and Earth sciences. The rich biodiversity and geological history have fueled research in these fields. The South African Astronomical Observatory plans to build a ll-meter spectroscopic survey telescope. However, it is uncertain if the government will provide financial support for the telescope project.

Hopes rise for redistribution of funds
Article Abstract:
A white paper passed by the cabinet of South Africa, proposes major changes in the organizational set up and the redistribution of funds to more productive sectors of research. It also lays emphasis on private sector funded R&D. It proposes the formation of a National Research Foundation which will be responsible for all researches conducted by universities and other institutes. The National Innovation Fund will be responsible for stimulating research. It suggests making the seven science councils accountable for their expenditure.

Making ends meet in South Africa
Article Abstract:
South Africa needs to encourage the productive research establishments to be responsive to the needs of the South African society and restrict the spending on military and atomic research which is a legacy of the apartheid era. A white paper in this regard defines the required restructuring of the distribution of the research funds keeping the social and economic needs in consideration. It provides no tax concession for private sector R&D.
