Revisiting the Baruch plan
Article Abstract:
The US statesman Bernard Baruch has gone before the first session of the Atomic Energy Commission and proposed a plan called 'Baruch Plan' that would give the United Nations oversight of atomic weapons and nuclear power. The Plan marked the culmination of several international 'summit' meetings that were held immediately after the end of the World War II each seeking to prevent warfare and the further use of nuclear weapons.

A culture whose time is past
Article Abstract:
State policy in France is holding back scientific research, making it impossible for business research organizations to prosper. The French government, headed by prime minister Lionel Jospin, will meet to find ways of encouraging French research. Bureaucracy and out-dated cultural attitudes must be removed to promote strong economic growth and scientific research in the long-term.
