Rule change curbs grants to European labs
Article Abstract:
European Commission for scientists from European Union will not provide grants to European-level laboratories for usage of their large-scale laboratories by scientists from the member states according to a new program called Training and Mobility of Researchers (TRM). TRM differs from its predecessor mainly on fund management principles. These grants were stopped as the laboratories were not able to use them cost-effectively. The European Molecular Biology Laboratory is the first to be affected by this change.

Catalonia increases spending but wants Madrid to help
Article Abstract:
Catalonia has failed to establish a constitutional right to independent science research from Spain as an autonomous region but is still trying to convince Madrid to increase the available research funds. It is working to establish science policy through increasing local funds but this burdens the region because it must still pay taxes to Madrid though it does not receive equivalent funds in return. Catalonia wants permission to retain 15% of its income tax revenues for encouraging scientific development.

Space science projects may be grounded
Article Abstract:
Top scientists are increasingly concerned about the future of the European Space Agency (ESA) scientific research programme Horizon 2000. They believe the project will fail if it does not receive more funding in 1999. Members of the ESA Space Science Advisory Committee have appealed for the agency's budget, which has been frozen since 1995, to be increased. Worst-case scenarios regarding budgetary funding have been put together to establish which space missions will go ahead after 1999.
