Science panel's report could end whaling ban
Article Abstract:
The International Whaling Commission's (IWC) scientific committee is likely to recommend that the moratorium on commercial whaling be revoked. The IWC established the ban in 1982 to allow for scientific research to help decide to what extent whaling should be prohibited. However, the committee's attempt to draw up a Revised Management Procedure has generated considerable controversy between pro- and anti-whaling countries. In particular, France has proposed that the world's oceans south of latitude 40 degrees be declared a whale sanctuary where whaling would be completely banned.

Japan wants global guidelines for joint research projects
Article Abstract:
The Japanese Ministry of International Trade and Industry (MITI) urged the other advanced countries to develop rules for international industrial research and development efforts. MITI put forward its suggestion at the Organization of Economic Cooperation and Development meeting that was held in Paris on Oct 19-20, 1992. Japan wants to keep concern for intellectual property rights (IPR) from hindering any future undertakings as happened to the Intelligent Manufacturing Systems project. However, the US and European countries are skeptical that IPRs can be standardized.

Article Abstract:
The Japanese Ministry of International Trade and Industry (MITI) is trying to win the participation of other countries in its Real World Computing project to build next-generation parallel computers. The project, the successor to the now-defunct fifth-generation computer project, will be achieved through a variegated approach using neural networks, optical computers and large parallel machines. MITI delegations visited Belgium, Germany, France and the UK in the hope of enticing their assistance but have had little success.
