Strong yen prompts Japanese search for overseas talent
Article Abstract:
Japanese companies are reorganizing their research and development efforts both at home and abroad due to the rising value of the yen and continuing recession at home. The goals of reorganization are quick innovation and to attract western talents who have not taken much interest in working in Japan. According to a survey conducted by the Nikkei Shimbun, Japan's leading financial newspaper, two-thirds of the 35 major companies have started reorganizing their R&D divisions and a third of these plans to open up more R&D facilities.

Japanese bureaucracy reforms may only pierce skin deep
Article Abstract:
The Japanese government's reforms of its semi-government scientific organizations have not met with the expected success, leading to merely the reorganization of such bodies. The research organizations run by the Science and Technology Agency are subjected to minor changes, primarily involving mergers. Limited reforms are also implemented in other science-related ministries.
