Problems delay emergence of Moscow research centre
Article Abstract:
Glenn Schweitzer is the executive director of the International Research and Technology Centre that, while still in its planning stage, will access $70 million from industrial nations to help Soviet scientists convert to civilian science. Some researchers are skeptical because the secrecy in what was the Soviet Union will prevent reviewers from analyzing scientists' technical skills as well as their research proposals and will require monitoring of all programs. All proposals will be subject to peer review from international scientists. Communication is another problem needing to be faced.

Russian research may be put on lean diet
Article Abstract:
Russia's science minister, Boris Saltykov, has released a study indicating that the country should revise its science policy to emphasize priority projects rather than basic research. Saltykov stated that Russian scientists will have to do without the lavish government funding they were used to in the past. The Science Ministry will establish stringent regulations for deciding which research groups will keep privileges such as tax breaks. Moreover, funding for individuals will supercede funding for institutions.

Russian science nearing collapse
Article Abstract:
The Russian Academy of Sciences (RAS) has suspended payments to its dependant institutes, possibly signaling the end of Russian science for the foreseeable future. In many institutes salaries are either not being paid or have been reduced. The promised increase in funding for the RAS has not materialized, and it has run out of money while waiting for it. The RAS trade union is prepared to strike, and Pres Boris Yeltsin is worried that the intellectual community may falter in its support for a democratic Russia.
