Teaming with wildlife
Article Abstract:
Fifty state fish and wildlife agencies have launched a Fish and Wildlife Diversity Initiative named 'Teaming with Wildlife, a Natural Investment' for raising $350 million from user fees on outdoor activities. The agencies plan to utilize this money for the funding of state conservation efforts and outdoor recreation programs. Over 100 groups support the plan, originally conceived by the International Association of Fish and Wildlife Agencies, that will have the Treasury Dept. collect fees and give them to the Fish and Wildlife Service for distribution to the 50 states.

Making the ESA work better
Article Abstract:
Ten principles which will empower state and local authorities, and improve the implementation of the Endangered Species Act (ESA) while minimizing the ESA's impact on small landowners, has been developed by the Departments of Interior and Commerce. These principles include, exemption of small landowners from the ESA, minimizing the social and economic impact of the law, and insuring that landowners are given the opportunity to develop their own conservation plans.

Surprises inherent in the No Surprises policy
Article Abstract:
The 'No Surprises' policy on issuing an incidental take permit (ITP) to a private landowner and dealing with unforeseen circumstances in Habitat Conservation Plans (HCPs), has several inherent flaws. It fails to guarantee protection of species, disregards the basic biological principles, lacks application of scientific information, and ignores the ability of the public to give suggestions regarding HCPs.
