The best global warming treaty yet

The draft treaty on global warming is a satisfactory first step toward the control of greenhouse gases despite criticism of the lack of specific limits on emissions. The critics saying this overlook that the US, the world's largest greenhouse gas producer, would have opposed any treaty with specific limits, and that other large producers such as Russia cannot be depended on to observe limits. Negotiators must now scrutinize the draft treaty's fine print to resolve issues such as how to allow poor countries to develop economically without increasing global warming.

Dangers of disappointment at Rio
Article Abstract:
Unreasonable expectations for the UN Conference on Environment and Development should be avoided lest the inevitable frustration of such expectations leads to acrimony that prevents further international cooperation. The conference, to be held in Rio de Janeiro, Brazil, in Jun, 1990, was originally devised to resolve how poor countries should be compensated for abjuring environmentally damaging economic development. The emergence of global warming as a prime issue should not be allowed to eclipse development as a subject for discussion at the conference.

Two successful weeks at Rio
Article Abstract:
The UN Conference on Environment and Development that was held in Rio de Janeiro, Brazil in Jun 1992 achieved remarkable progress despite the criticism of some environmentalists whose unrealistic expectations were bound to be disappointed. Specifically, the Conference agreed on two treaties, one to control global warming by creating a framework for limiting greenhouse gases and the other for preserving biodiversity. The signatory countries will begin meeting yearly to discuss enforcing the treaties once they are ratified.
