US academy warns of disaster if required to open up panels
Article Abstract:
The US Court of Appeals for the District of Columbia is expected to rule on whether the US National Academy of Sciences and its affiliate organizations are subject or exempt from public access rules, known officially as the Federal Advisory Committee Act (FACA). The academy and its sister organizations advise the government on scientific and technical matters. Called the 'sunshine laws,' the rules are designed to subject the government advisory system to greater public scrutiny. However, the academy and its associated organizations oppose the application of FACA to their practice, claiming that it would threaten their autonomy and affect their peer review process.
