Issues concerning the Federal Reserve Board's decision to cut the Federal funds rate and the discount rate are examined, focusing on an analysis of the language of the Board's press release. Topics include the generality of the language, decision by four of the 12 Federal banks not to participate in the discount rate cut, and the clear indication the Board is predicting a weaker economy.
