The Health Insurance Portability and Accountability, signed into law in Aug 1997, will require employers to keep detailed records of all employees and dependents covered by the company's health plan. Employers must be able to provide certificates of coverage for any employee covered since Jul 1, 1996.

New interest rates for savings bonds

The federal government has announced new rules for Series EE bonds that may make the investments more attractive to short-term investors. The bonds will no longer have a minimum guaranteed interest rate. Small businesses can set up a low-cost Series EE payroll deduction plan for their employees.
