A BILL IS BEING PROPOSED IN CONGRESS TO SET FEDERAL STANDARDS FOR WORKERS' COMPENSATION AND BUSINESS IS EXPRESSING FEAR OVER WHAT THAT COULD MEAN. THOSE IN FAVOR OF THE BILL STRESS THE NEED FOR CONSISTENCY BETWEEN STATES AND THE NEED TO SHIFT THE COSTS OF THE PROGRAM FROM THE SOCIAL SECURITY, WELFARE AND MEDICARE SYSTEMS. OPPONENTS ARE FEARFUL OF THE INCREASED EXPENSE AS WELL AS THE POSSIBILITY OF DEFINING JOB-RELATED ILLNESSES.
