Pres Clinton authorized a $20 bil emergency loan package to Mexico to bolster its declining peso and help it pay its short-term debt. Congress had rejected a $40 billion package, and Clinton felt time was of the essence. International banks also added to the package, which totaled about $49.5 bil.
