U.S. enacts Cuba embargo-tightening bill; allies lodge protests

Pres Clinton approved legislation Mar 12, 1996, that makes it illegal for foreigners to invest in Cuba or sell property taken by the Cuban government after 1959 in response to the Feb 1996 downing of two civilian planes by Cuba. Allies condemn the Helms-Burton bill as economically harmful to them.

Navy orders flight restrictions for F-14s
Article Abstract:
The Navy ordered a three day suspension of F-14 jets on Feb 22, 1996, after the third F-14 crash since Jan 1996. Following the suspension, the Navy will institute speed and afterburner restrictions and require crews to undergo refresher training.
