Article Abstract:
The Health and Human Services Department, on Mar 20, 1992, released guidelines covering advice on abortion given by the employees of federally funded family planning clinics. The guidelines permit doctors, but not other employees, at the clinics to discuss the option of abortion.

The US Court of Appeals for the District of Columbia Circuit on Nov 3, 1992, invalidated the Bush administration's ban on anyone at federally funded family-planning offices but doctors from providing advice to patients on abortion.
