Article Abstract:
The global information economy is rapidly being divided into two sectors: those who have telecommunications access and are creating knowledge-based communities and those who do not. Knowledge has become a major factor in assessing the standard of living. Information technologies are increasingly important to economic and personal success. The Internet can provide access to isolated communities for those societies that can provide telecommunications access to their populations.
