Governors deadlock on benefits overhaul
Article Abstract:
The National Governors' Assn. remained deadlocked on welfare reform issues after meeting Jan 28-31, 1995 in Washington, DC. Although most favored giving states more power to oversee federal welfare funds, no consensus was reached on how to shift public welfare from federal control to state control.
