Iraqi president Saddam Hussein has reached an agreement with the United Nations that will allow his country to export oil on a limited basis so that it can replenish a food and medical supply shortage. The United Nations had imposed trade sanctions against Iraq ever since its 1990 invasion of Kuwait.

Iraq rejects U.N. oil-sale plan
Article Abstract:
Iraq rejected the UN offer to allow it to sell $2 billion worth of oil to help the nation cope with the chronic food and medicine shortages it has had since sanctions were imposed on it following the Gulf War. Iraq did say though it would study the offer further, so it may eventually accept it.

Iraq refused to allow United Nations arms inspectors to search the offices of its agriculture ministry for records on its ballistic missiles program. Iraq is becoming increasingly less cooperative with the United Nations, a possible sign that Saddam Hussein is more sure of his power.
