Legislation: 'unfunded mandate' curbs advance
Article Abstract:
Both the House and the Senate passed similar versions of the unfunded mandate laws on Jan 27 and Feb 1, 1995. The laws forbid Congress to pass state or local regulations that are not federally funded. This comes after years of states and cities complaining of the financial burden of these mandates.

Term limits win; gay curbs mixed
Article Abstract:
Fourteen states approved term limits for senators and representatives during the 1992 election. Colorado and Tampa, FL, passed laws restricting the civil rights of gays, but Oregon and Portland, ME, defeated similar measures.

New abortion law eases curbs
Article Abstract:
Germany's new abortion law, approved on June 26, 1992, allows women to obtain abortions during the initial 12 weeks of pregnancy. This law eliminates the differences in the abortion laws between eastern and western Germany.
