The Association of South East Asian Nations (ASEAN) is impotent in the face of the economic collapse of Indonesia, the situation driving the economic crisis that is roiling Asia. ASEAN members are trying to help each other, but they are committed to non-interference in each other's affairs. This is important as the dictatorship of Indonesian Pres Suharto, who is recognized as the unofficial head of ASEAN, is seen as the major stumbling block to Indonesian economic recovery. Suharto has been thwarting the implementation of International Monetary Fund-mandated economic reforms that would threaten his financial power.

The Victorian motion picture industry, despite $12 million in government funding, may be taking its business out of Melbourne and into Sydney or overseas. The Victorian film industry has suffered from a lack of adequate production facilities, absence of tax concessions, and one-off financing arrangements. Palace Films and Scanbox are two film companies that may be moving. Scanbox cited the lack of tax rebates and physical support in Victoria. The Victorian industry is also slow in adapting to the Film Licensed Investment Companies scheme, which is designed to raise $4 million for the industry.
