Article Abstract:
A referendum in Cleveland was voted on which involved supporting a low-interest federal loan for a new minimill. The minimill would give almost four hundred people jobs. Unions were concerned over this referendum because the minimill was located near a closed steelmill and they were worried that the minimill would pull funds that other steel mills would need for survival.
