Plans for market-based health reform
Article Abstract:
The rising cost of medical care indicates that some sort of gradual market-based health reform is needed. Needed changes include reform of the coverage restrictions on pre-existing conditions, control of malpractice suits and making it easier for small business to provide insurance to their employees.

States come to aid of small firms
Article Abstract:
Minnesota in 1992 became one of a great majority of US states that have enacted insurance law reforms designed to make it easier for firms that employ 50 or fewer people to procure health coverage for their employees. The Institute for Advanced Technology benefitted from Minnesota's reforms.

A poll of small business owners reveals that two-thirds of respondents believe that state regulations requiring insurance policies to carry specific benefits should be eliminated. Rep Pete Start (D-CA) has introduced a bill that would mandate insurance reforms benefitting small businesses.
