Article Abstract:
The evolution of government from households to local government and from there to state and federal governments is traced. The associated costs with governance are also discussed. Recent trends in growth of all types of government project that local governments are likely to out do both federal and state governments in performance, indicating perhaps an onset of a reverse move in the evolution of government.

The interstate investment co-operation agreement signed by New South Wales, Victoria, Tasmania, Western Australia, South Australia and the Australian Capital Territory is presented. State governments would need to try to increase revenue for healthcare, and continually improve their co-ordination to attract international investors, plus promote Australia as an investment destination.
