The support of five out of the eight states and territories by June 2004 has to be won by Graeme Samuel for his role as acting Chairman of Australian Competition and Consumer Commission to be made permanent. Many issues, like the proposal to merge Qantas and Air New Zealand and political issues are to be handled by Graeme Samuel.

A loophole becomes a trap

The appointment of Graeme Samuel as the chairman of Australian Competition & Consumer Commission (ACCC) would be blocked, as four states were not willing to extend their support. The four states in Australia oppose the dual ticket of Samuel and consumer advocate Louise Sylvan.
