States act to reform welfare
Article Abstract:
Approximately 30 states are undertaking serious efforts to reform their welfare systems to reduce recipients' dependency on public assistance. In some large states, welfare recipients are discouraged from working since benefits exceed the remuneration offered by low-paying jobs.
