Team-based incremental acquisition of large-scale unprecedented systems
Article Abstract:
The application of incremental acquisition processes for solving problems in the acquisition of large-scale unprecedented systems was studied. Systems being developed by the Air Force Space Command were presented as case studies. Risk reduction in developing unprecedented systems requires the establishment of a technically qualified management team. Overall development efforts must also be based on a shared and validated user's operational concept. Lastly, an architecture must be developed to identify and evolve systems capabilities.
