The legal procedures and environmental factors affecting private energy projects in Mexico
Article Abstract:
Issues concerning the procedures by which private entities can construct thermoelectric energy plants in Mexico are examined. Topics include the two type of arrangements private entities can make with the Federal Commission of Electricity (CFE), a Private Purchase Agreement, in which energy is sold to the CFE, and a Build Lease and Transfer Agreement, in which the energy facilities are transferred to the CFE for payment; and the Environmental Impact Authorization that must be followed during construction of the energy facility.

Issues concerning a report by Arizona State University on the growth of Mexican exports since 1993, with estimates through 2003, are examined. Topics include Mexico's rank as the 17th top exporting country in the world in 1993, the 13th top country in 1999, and its estimated position as the 12th top exporting country in 2003.
