Intervention by non-government organizations (NGOs) can be more of a hindrance than help such as seeking to reduce the debt owed by most poor countries to the World Bank, but successive forgiveness of debt provides incentives to continue Third World practices that created debit in the first place. In New Caledonia NGOs are ineffective yet it has First World standards of living and literacy.

The strategies that former U.S. Treasury Secretary, Robert Rubin, adopted to gather information and advisers in his new work environment are discussed. Rubin, former chief executive of Goldman Sachs, had no clue about his new job as the treasury secretary.
