Tobiass was allegedly responsible for the deaths of several thousand people during World War II as a member of the Waffen SS and Latvian security police. He is the first of 12 accused war criminals to face the charges and could be deported if found guilty of lying to obtain citizenship.

Refugees may claim gender persecution
Article Abstract:
The Canadian Immigration and Refugee Board Mar 9, 1993, implemented guidelines that expanded the definition of persecution to include women who believe that they have suffered gender discrimination. The guidelines are not legally binding for immigration officials.
