Towards a European social safety net?
Article Abstract:
The text of a lecture given by Tony Atkinson at the Annual Gemeral Meeting of the Institute of Fiscal Studies on Jun 8, 1992 is presented. The European Community has pledged its committment to combat poverty, introduce a minimum level of social protection and increase the scope of social protection. The implications of the agreement may be lessened by the principle of subsidiarity in the European Community, whereby decisions must be taken at the lowest appropriate level. Furthermore, the level of social protection in each member country may be not apparent and difficult to measure.

Policy instruments and greenhouse gas emissions from transport in the UK
Article Abstract:
Raising duties on motor fuels is seen to be the best alternative to the commitment of the UK government to comply with greenhouse gas emissions control. The subsequent price increase in transport fuel prices can reduce emissions from 20 million tons to about 10 million tons by the year 2025. Increasing the number of public transport or encouraging the public to use public transport by lowering fares does not lower the emissions index but somehow aggravates the situation with the increased number of vehicles.

European air transport public service obligations: a periodic review
Article Abstract:
The European Union's 'Third Package' of regulations for the liberalization of internal air tranportation is analyzed. The package includes guidelines for common licensing agreements, intra-Community air routes and air fare rates. A public service obligation for scheduled air services is also included. Airlines are required to provide high standards of services over and above their commercial interests.
