Afghanistan Pres Burhanuddin Rabbini refused to yield power to a governing council until the Taliban Islamic fundamentalist militia agreed to join the council. The Taliban is a recent political force in the country, which has been plagued by civil war since Russian forces left in 1989.

The UN condemned Guatemala on Mar 13, 1995, for its failure to curb death squads and the drug trade, and the US cut off $200,000 in aid to the Guatemala in protest of the country's human rights abuses. The Guatemalan National Revolutionary Union agreed to peace talks on Feb 22, 1995.
