Russian first deputy prime minister Boris Nemtsov's plan to raise household maintence and utility bills to market levels is likely to face considerable opposition. Subsidized household maintenance and utilities are one of the few remaining benefits of the old Soviet system.

Moscow is now the scene of a bizarre bazaar, as Russians by the thousands are gathering in the city's streets and running makeshift markets. They are making huge profits, selling either personal possessions or whatever they can get out of the poorly supplied state shops.

Price liberalization and free market policies have not yet produced the desired results in Russia. Prices have skyrocketed, lowering the already low living standards. Russians living below the poverty line are now 80% of the population.
