A civil self-service
Article Abstract:
French civil servants have job security, long holidays, good pay and pensions, and work fewer hours than private sector employees, as well as benefiting from earlier retirement. There has been an increase in the number of civil servants in France, in contrast to the majority of other European countries, where there has been a decrease. France has a heavy tax burden, and there are calls to reform the civil service. These calls have met with opposition from labor unions.

Article Abstract:
India's 1996 presidential election lacks the type of compelling candidates or issues that would stir the political passions of its citizens. Cynicism runs so deep in this country that voters simply dismiss the election as an excercise in futility that will not soon be corrected.
