Canada's Royal Commission on Aboriginal Peoples, formed in response to Native land claims based on a 1763 edict by King George III, recommended a new similar proclamation. Proposals such as job training and development banks aim to realize native self-government recognized in the 1982 constitution.

The Assembly of First Nations, led by Chief Ovide Mercredi and representing 660 Native American tribes in Canada, has declared its intention of achieving self-government. Unlike Quebec's separatists, however, Chief Mercredi does not seek separation from Canada, only self-determination.

Indians and Eskimos in Canada will gain the right to self-government if the new constitution is ratified on Oct 26, 1992. They would then gain wealth from royalties for gas and oil and lands claims. Money from both sources has been used to start businesses.
