Article Abstract:
The drive for regional autonomy is not causing the Russia central government to collapse, but is rather the result of the collapse. As political and economic troubles grow, more regions are eager to go off on their own. Three of these regions are Chechnya, Tatarstan and Bashkortostan.

The Chechen trap

The invasion of Chechnya has created both military and economic problems for Russia and threatens the continued existence of Russian democracy. The decision to invade was made by Boris Yeltsin and a small group of advisers without consulting parliament or the presidential council.

Pres Boris Yeltsin continues to battle Russia's Congress over his economic reforms and the balance of power in general. Yeltsin has an advantage because he actually has a plan, whereas the Congress is against him but offers no alternative.
