Massive layoffs in the British coal industry is challenging the industrial policy of prime minister John Major. Free market policies dictate that shrinking or dying industries be allowed to do so, but there is reluctance to allow large additions to the unemployment totals.

Almost 120,000 coal miners have lost their jobs since the strikes of the mid-80s. Most who found afterwards did so at lower pay. Many remain unemployed because they lack experience at anything else. Most coal mining villages offer few alternative employment options.
