Peace could come soon in war-ravaged Bosnia-Herzegovina, due mainly to Serb dominance and weariness on all sides. International mediators are trying to negotiate a settlement, but they may not have credibility because of the lack of military force to back them up.

Negotiators trying to end the war hope that Croatia and Serbia can agree on recognizing the independent states there within their existing borders. Indications are that Serb nationalists are tiring of being depicted as international villains.

The United Nations is trying to coordinate the creation of 'safe havens' for the thousands of refugees endangered by war in Bosnia-Herzegovina. Central Bosnia and the Muslin-controlled zone around Bihac are being considered.
