A few bad apples: GI crimes provoke an anti-American backlash
Article Abstract:
Crimes committed by US soldiers and civilians against Koreans in South Korea have elevated tension around the military presence and stimulated Korean protests regarding criminal procedure. The violent crimes committed by Americans along with a growing economic and political confidence among Koreans has led some to question the US presence. Meanwhile the military tries to remain sensitive to Koreans. Some Korean officials want criminal procedures changed so that Americans suspected of crimes can be detained by Koreans rather than the US military before questioning and trial.

Jumping to the future
Article Abstract:
South Korea's telecommunications systems continue to advance, and the government will prod them along with a deregulation plan announced in Apr 1995. Already Koreasat, launched in mid-Aug 1995, is preparing to offer satellite links nationwide and to other countries with Korean-speaking populations, potentially including North Korea. The full telecom market will be open to competition in 1998, but several new licenses will go out in 1995 and a third long-distance, fixed-line carrier will emerge in 1996.
