Pres Bush's flurry of foreign policy activity in his last few weeks in office is raising questions about what the US should do in Bosnia-Herzegovina. It is thought US intervention could escalate the fighting, even though Bill Clinton advocated a more activist US role.

The US has been criticized for retaliating too strongly against Iraq for infractions on UN Security Council rulings. After Pres Clinton took office Saddam Hussein agreed to a cease fire in the no-fly zone and will allow UN inspection of his unconventional weapons.
