The Immigration Reform and Control Act does not prevent over 1.5 million illegal immigrants from Mexico coming to the US to work each year. Penalties for employers are difficult to enforce, especially in agricultural industries where migrant labor is used.

The US-Mexico border has its own culture and economics. The infrastructure is strained by the influx of labor from southern Mexico, but the US maquiladora program begun in 1965 has been mutually beneficial. Free trade will expand that program.
