Brazil's ruling Social Democratic Party is likely to lose in at least 20 mayoral run-off elections in 30 large cities on Nov 15, 1996. Brazilians seem able to separate local and federal politics, however. An amendment to allow Pres Fernando Henrique Cardoso to serve another term may pass.

Popular Pres Fernando Henrique Cardoso wants a constitutional amendment to allow himself to run for a consecutive term, but politicos have been tempting him by promising to back his amendment in exchange for dropping proposed reforms. His likely presidential opponent would be Paulo Maluf.

Brazil's re-election carnival

Brazilian Pres Fernando Henrique Cardoso may be the first modern president there to be re-elected. Though re-election is banned, the lower house of Congress approved a new rule to allow re-election. Passing this measure may be difficult because of significant opposition to it.
