A muddle in the jungle
Article Abstract:
The US is to provide aid to Colombia for tackling the drugs problem. Colombian president, Andres Pastrana, faces both paramilitaries and guerrillas. Nearly 300,000 Colombians had to leave their homes in 1999, and wealthy people have been kidnapped. Pastrana should have suppport, but US aid, while ostensibly geared to tackling the cocaine trade, actually seems geared against the FARC guerrillas. Democracy in Colombia would be strengthened by reform of the armed forces, and there are links between commanders and the paramilitary groups. Colombia has seen a rise in demand for cocaine due to pressure on production elsewhere. Yhe US should examine domestic issues in order to tackle the problem.
