Losing control?
Article Abstract:
There is a serious risk of civil war breaking out in Dagestan, already the most politically violent of the Russian republics. Russian President Boris Yeltsin is doing almost nothing to help ease the tension in Dagestan, even though Dagestan has around 70% of Russia's Caspian shore. Problems in Dagestan mainly stem from the situation in Chechnya, with which it shares a border. Violence in Chechnya is spreading to Dagestan, with both republics now being terrorized by gangs of kidnappers.

Article Abstract:
The Yugoslav army is facing a strong challenge in the province of Kosovo from the Kosovo Liberation Army (KLA). It is still possible that the KLA will be contained or even defeated, but an aggressive approach by the Yugoslav army would bring extensive international condemnation. International efforts to negotiate a ceasefire have lacked coordination, with further problems being caused by confusion about the exact nature of the KLA's leadership.
