Japan's new pact with the US allows it to assist in a regional crisis with repairs, supplies, monitoring of sanctions and mine-sweeping, but it stands by its self-ban on combat. This rich, powerful nation needs to take an even greater military role in East Asia, and relieve dependence on the US.

Japan currently spends only 1% of its GDP on defense, but that needs to change if Japan is going to participate in keeping the region secure. It will need to expand its Navy in cooperation with the US, so that China or other potential aggressors will not dominate the seas.

Japan plans to update its joint security treaty with the US, and released a draft of the new guidelines on Jun 7, 1997. The revised treaty calls for Japan to play a larger support role in defending its own territories as well as any future conflicts in the region.
