A wary socialist, the general and Chile's future

Ricardo Lagos has been elected president of Chile, heading a coalition called Concertacion. He has to tackle constitutional and social reform, and issues raised by the return of former dicator, Augusto Pinochet. Pinochet faces around 70 private prosections arising from atrocities carried out when he was dictator. The government could have problems in its relations with the armed forces should Pinochet be tried, and will be criticized by its supporters if he is not tried. Social policies also present problems due to the need to balance health, education and housing needs with macroeconomic prudence.

Chile's unfinished democracy
Article Abstract:
There is a need for constitutional change in Chile, as is shown by the events following the return of Augusto Pinochet, judged too sick to stand trial, and rising from his wheelchair once he reached the Chilean airport. The army welcomed Pinochet and it is clear that they do not wish to permit him to be tried for murder, kidnapping or torture. The new president, Ricardo Lagos, will have to move cautiously, but there is a need for the army to apologise for terror imposed in unarmed Chileans in order for reconciliation to begin.
