Both Republicans and Democrats agree that Social Security should benefit from the Social Security surplus, and this consensus has allowed greater possibility for compromise. There have been a number of proposals for tax cuts, and there could be a compromise on education spending. health care is a more difficult issue, though there could be a move for Medicare to include prescription drugs. This consensus could lead to changes in the emphasis on tax cuts in George W Bush's policies.

Forecasts for the US budget surplus have been revised upwards, and this has led to increased interest in presidential candidates' fiscal policies. Al Gore aims to reduce the national debt, in line with the policies of President Bill Clinton, while George W. Bush argues that the revised figures support his idea of tax cuts as being prudent. John McCain supports a lower level of tax cuts, and wants to reduce the national debt and strengthen the public sector pensions system.
