The resurgence of the Republican party could work in Helms' favor when he runs for reelection. But unlike his 1990 bid, the 1996 race will be influenced by a presidential election. Gantt's politics and agendas remain mostly unchanged since his defeat by Helms in 1990.

North Carolina is the only state in the US whose governor lacks the power to veto legislation. The Democrat-controlled state legislature has tabled a bill that would have granted veto power to Governor Jim Hunt, even though Hunt is a Democrat.
