Alarm bells in Edinburgh
Article Abstract:
The European Conventionon Human Rights will become part of British law, and this could mean that a wide range of work by the government could be liable to challenge. The convention comes into force earlier in Scotland than in the remainder of Britain. An appeal on temporary sheriffs has been upheld by the Scottish court. This case illustrates the problems involved, and has led to confusion in the criminal justice system in Scotland. English criminal courts could also see a large number of appeals from fall 2000, when the convention becomes part of British law.

Primus inter pares: Edinburgh Festival
Article Abstract:
The Edinburgh Festival changes as its directors change. The latest director is Brian MacMaster. The 1992 festival has received acclaim for the scholarly strain in the music selections and for the excellent dramatic fare. Several art exhibits with a strong Scottish bent were also presented.
