Article Abstract:
Enron International used a combination of tactics to reverse the Indian state of Maharashtra's 1995 decision to withdraw approval for Enron's development of a power plant in the state. Enron spent a year re-negotiating with the Maharashtra authorities. It used the local press effectively, it built alliances, it addressed local concerns and it agreed to increase capacity and reduce costs and tariffs. However, technological advances and economic development meant the financial adjustments were not too calamitous for Enron, and it also won confirmation of the second phase of development.

Hong Kong's Consolidated Electric Power Asia may be losing steam. By merely completing China's largest coal-fired power plant on schedule, it lost much of its anticipated power sale profits. The contract guaranteed it the lion's share only until the official completion date. Cepa's net increase in profits will not come close to last year's posting and may decline in 1998. Other power projects are also experiencing delays or problems. Analysts think the Chinese power plant may not generate the profits anticipated because the region has more elctricity than needed.

Article Abstract:
The Indian power industry offers considerable potential for foreign investors, even though it has proved difficult over recent years to begin work on some projects. There is a great need for extensive investment to boost generating and transmission capacities in India, and attractive incentives are now being offered to foreign concerns. It is unlikely that the problems faced by Enron Development Corp, which agreed to invest in a 2,015 megawatt power station at Dabhol, will be repeated.
